Dimitri Khundadze on Resolution 520 - It Could Have Been Done Better

Dimitri Khundadze, Chairman of the Parliamentary Health Committee, believes that there was a lack of communication between the medical community and the Ministry of Health regarding the Government Resolution 520.

The chairman of the committee believes that many things could have been "done better", although he considers that Resolution 520 is correct, including setting upper limits for the clinics on the various services.

However, as of the Resolution 520, the state would fund purchase of universal cardioverter-defibrillator implant within a range of 12,000-17,000 GEL. The decision was followed by protests from medical institutions. Part of them noted that working with those tariffs was absurd, as the purchase of the defibrillator alone cost $ 5,500-7,000.

However, the Ministry of Health just issued a decree according to which the state will purchase 224 cardioverter-defibrillators worth 2.6 million GEL and transfer them to clinics free of charge. Health Minister Ekaterine Tikaradze does not recognize that previous decision provided by Resolution 520 was a mistake.

Therefore, Dimitri Khundadze, Chairman of the Parliamentary Health Committee regards, that any decision must be considered by its consequence. Khundadze notes, that the state pays less in defibrillators, and the patient will have to spend less.

"But there was another side to it - everything could have been done better, there was a lack of communication. The Ministry of Health was right, but we had to provide more information to the customer. Sometimes personal interests prevail of one side or another," Khundadze said, but did not specify whose personal interests he meant.
